The Office of the Ombudsman has indicted former Sta. Monica, Surigao del Norte Mayor Rosalinda Penera and five others for graft charges over an allegedly anomalous land purchase.
In a statement on Tuesday, the Ombudsman said it found probable cause to indict Penera and the others for violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act, before the Sandiganbayan.
Aside from Penera, also charged were municipal accountant designate Dianette Evangelista, municipal treasurer Aurea Menil, municipal budget officer Gilbert Dagcuta, municipal budget officer designate Lei Amor Laplana, and private individual Rodulfo Arlan Sr.
According to the Ombudsman, the local officials acquired in 2010 a parcel of land from Arlan Sr. worth P980,000 despite the lack of specific appropriation ordinance from the Sangguniang Bayan of Sta. Monica to support the transaction.
Ombudsman prosecutors deemed the acquisition of the land intended for the municipality’s Core Shelter Assistance Project (CSAP) as an act of giving unwarranted benefits and advantage to Arlan.
Prosecutors recommended that bail be set at P30,000 each. By CLC Contributed photo
