Surigao del Norte Rep. Robert Ace Barbers has proposed the creation of a new legislative district, saying this would “benefit the people in terms of delivery of basic services” as the province continues to grow.
“The increasing population and creation of another district will benefit the people in terms of delivery of basic services,” Barbers , who represents Surigao del Norte’s second district, said in House Bill No. 514, which he sponsored.
Surigao del Norte currently has two congressional districts- (District 1) which is composed of 9 towns of Siargao Island and (District 2) composed of Surigao City and the municipalities of Malimono, San Francisco, Alegria, Gigaquit, Claver, Bacuag, Mainit, Tubod, Placer, Sison and Tagana-an.
Under HB 514, Barbers proposed the third legislative district will be composed of following municipalities : Alegria, Gigaquit, Claver, Bacuag, Mainit, Tubod, Placer, Sison and Tagana-an.
The capital Surigao City and the towns of Malimono and San Francisco, currently with the second district would remain as it is.
Barbers was confident his measure to add one more district would pass Congress’ scrutiny.
The 1987 Constitution states that each legislative district “shall comprise, as far as practicable, contiguous, compact, and adjacent territory.”
“Each city with a population of at least 250,000, or each province, shall have at least one representative,” it says.
It allows Congress to reapportion legislative districts “within three years following the return of every census.” By Ben Serrano and CLC
